Requirements
June 20, 2014, Governor Brown signed into law SB 854, a budget trailer bill that made significant changes to the administration and enforcement of Prevailing Wage requirements by the Department of Industrial Relations (DIR). Among these changes was the creation of a new Public Works Contractor registration program to replace the Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other public works projects.
The registration program began on July 1, 2014. Contractors and subcontractors submitting bids are required to be registered by March 1, 2015 and meet the minimum requirements using the online application before bidding on public works contracts in California. Application and annual renewals are completed online with a non-refundable fee of $300. The requirement to use only registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015.
Contractor Prequalification
On June 14, 2016 Cotati-Rohnert Park Unified School District (“District”) board members approved and authorized District staff to proceed with the implementation of the Contractors Pre-qualification Process pursuant to Public Contract Code section §20111.6 where school districts with an Average Daily Attendance (ADA) of 2,500 or more must prequalify general contractors, and mechanical , electrical and plumbing contractors for lease-leaseback projects and projects using funds received pursuant to the Leroy F. Greene School Facilities Act of 1998 or any funds received, including funds reimbursed, from any future state school bond for a public project that involves a projected expenditure of one million dollars ($1,000,000) or more.
Cotati-Rohnert Park Unified School District would like to invite contractors that are interested in bidding district projects to participate in our Pre-Qualified process.
The District will be reviewing and approving Prequalification application forms throughout the year. Contractors that are deemed “qualified” will remain in the “Qualified Contractors” list for a period of 12 months effective the date of approval. After the 12 months, the contractor must re-apply.

California Uniform Public Construction Cost Accounting Act (CUPCCAA)
Each year Cotati-Rohnert Park Unified School District invites licensed contractors to participate and be subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA), pursuant to Public Contract Code 22030-22045. The District will create and maintain a list of registered bidders for CUPCCAA projects for each year on its website at www.crpusd.org/cupccaa.
Interested parties are invited to register with the District for upcoming projects by filling out an application.
